When did you generate th webpack license?
 
Can you try running the desing using other Spartan -3 devices? This would let you know if the license has expired and you have to regenerate a new webpack license?
 
Check the supported Spartan-3 devices with the Webpack license for the ISE design tool 14.4. http://www.xilinx.com/support/documentation/sw_manuals/xilinx14_4/irn.pdf
