You are likely limited by limited by the chipset/memory controller to 3gb.  Nothing you can do except to live with it.
 
I have a laptop that has 4gb physical as seen in the bios, but only 3GB as seen by the OS.  And, my processor/chipset is 9 years old.

You likely have a Intel® 82GL40 Graphics and Memory Controller Hub Product Specifications
If you check the Max Memory ?, you will see
Max Memory Size (dependent on memory type)

Max memory size refers to the maximum memory capacity supported by the processor.
 
And. a good portion of that 4gb is consumed by the bios.  So, out of the 4gb, you might have only 3.25gb available to the OS.
 
In my case, it was in the laptop manufacturer's product sheet.  You should check the same for your device.
 
None of this matters, however.  If you processor/device is still working, be thankful that a 12 year old device is still working.  And, none of this is supported.

OK but with 3 GB installed, Linux sees all of them, so I don't fully understand the fact that the BIOS uses the 800 MB you estimate.
In this case I should see approx. 2 GB with 3 GB mounted.
 
However I will live with my 3 GB.
