For Momentum, the use model is a bit different. If you have auto-generated layout, you can use the element parameters to control the layout. If you have layout drawn manually (polygons) you drawn a "static" version first, and then you can define shape modifiers to move/stretch/rotate objects or vertices. This is done from the ADS menu: EM > Component > Parameters.
