Thank you for your question. You are on a right track, the best way to get BSDL file is from the IC Vendor itself as they are the only one who can validate if the BSDL they write match the Boundary Scan cell description inside the silicon device (IC). I actually find the BSDL in the link that you attached in your post although you need to register to download it. For your convenience I also attached the file here.

Also there are some site who had a load of BSDL that you can look although I will use it as a last resort as they don't guarantee you that the BSDL are verified or latest.
