The device XC6SLX75 CSG484contains a maximum of 328 user I/Os. Please refer to page 7 of http://www.xilinx.com/publications/prod_mktg/Product_Selection_Guide.pdf
 
But any device that ends with suffix 't' indicates that the device has MGT resources in it. Similarly, XC6SLX45T also has 4 GTs.
 
The GT pins are not considered as user I/Os because these pins are dedicated and are meant to be used only with GT primitive.
 
Therefore the maximum no. of user I/Os on the device XC6SLX45T- CSG484 is less than 328 which is 296. Please see the attached snippet for more details.
