The last version to support this chip is ISE 4.2i, which is free but comes with no
synthesis tools, and a pretty bad schematic editor.  You'd be much better off using
a newer device.  If you want to use ISE 4.2i with VHDL or Verilog, you will need
to use a third party synthesis tool, which are generally quite expensive.  At one
time, Xilinx provided a "Foundation" tool edition that was packaged with a
Xilinx-only version of Aldec tools, but that is no longer offered.

i installed ise4.2i on xp using vm but iMPACK didnt find mt chip
i boot from win xp it sees my IC but it doesnt recognized it and just says Unknown device
i'm going to install win 98 to see if any thing is going to change or not ( first i have to find one in my old cds :D )
this is a really old board that i hav to fix , i'm trying to code a test program to test the board and other ICs on board
any usefull comments or hints is really appriciated

While you definitely need this old version of ISE to create designs for the original Spartan series,
I was under the impression that you should still be able to program it with a newer version of
Impact.  On the other hand, I suspect that your old board has some sort of PROM that supplies
the code for the FPGA, and most of the PROM's available when these FPGA chips were new
would not be programmed through the JTAG interface, but rather on a standalone programmer.
 
Was this board developed at the company where you are now?  If so perhaps there are still some
older tools (perhaps Foundation?) archived somewhere.  I still have a working copy of
Foundation 4.1i, which I use to support older designs.  I originally installed it under Windows NT 4.0
but it currently runs under Windows XP.  The licenses for these older versions were node-locked to
the hard drive serial number, which can be changed to match the license file if you need to
move it to a newer computer.

first of all thanks for your reply
i finally could install win98 ( it was really hard because win 98 doesnt support neither NTFS nor ddr1 rams )
but i have still the same problem , iMPACT sees the FPGA in the chain but it doesnt recognize the type of the chip , as the eralier versions of impact were same .
the board is not for for my compony so i have nothing about it .
the worst thing about xcs20 is that u cant code in VHDL for that , and i think the only way to write program is to design state machine and some tools called logicbox , i tried logic box but dont know how should i implement that , i dont know if ise4  supports ucf file or not , but i'm working on that .
thanks again for your replies and i'm waiting for some new hints ;)

Assuming you are a fully employed person, either for yourself or for a company, I would be willing to bet that it will be cheaper in the long term to respin the board with a modern FPGA and with tools that are accessible than for you to spend time (and, hence, money) chasing support for antiquated devices.
 
There may be reasons why you can't do this but, in the absence of that information, that's my suggestion.

That really depends on what you mean by "fix a board."  If you need to make changes to
the logic in the XCS20 because there was a problem with the original code, then you
need to have a full set of tools as well as the original source.  If you mean that the
board used to work, and now you're trying to debug why it quit, then you may
not need anything from Xilinx.  The XCS20 itself is obsolete, but you may be able to
find a couple if they need to be replaced.  The program for them would be stored in
a separate chip.  For a board from that era you might find an XC1700 series PROM
or AT17LV00 series EEPROM.  In any case, it's still not clear what you need to do to this
board, what the board does, or why you need to fix it instead of replacing it.

i had a system that worked properly but it quit working because of some electrical shocks , i found the board that had problem , i reproduce it , and now i want to check if its working properly or to find if there is a problem in other ICs on the board , i have one avr outside the board that i send some signals to the board , i need to program these tow "xcs20" fpgas ( i mean to proms of these tow ) to find out if every thing is working properly .
i cannot test the board on the system because it cost me a lot
i don't know what exactly this board does on the system, but i have the schematic and  i have to make a test routine for testing this board
i think that was enough information about the project ;)
the thing that i need is a tool to write code for XCS20 and program it ( by jtag or prom )

when i wanted to log in the xilinx forums it didnt recognized my id and i couldnt reset the password by the forgot link , so i recreated the same id with same email , and no error happent :D , shouldnt the id be unique ? as u can see the first post and these posts are frome tow diffrent IDs :D

I think at this point you would be better off trying other methods of debugging.  Depending on the
level of "electrical shock" you could have damaged a single chip or even a single I/O of a single
chip, or you caould have pretty much fried the whole board.  The fact that Impact does not
recognise the devices is not a good sign.
 
You could use boundary scan software to test connectivity without using any of the Xilinx tools.
I seem to remember that there was a fairly simple boundary scan tool available free that can
work with the xilinx JTAG cable among others.  You should probably Google for it.
 
It is unlikely that a chip is broken in a way that affects its internal operation without becoming
evident with the boundary scan test.
 
Of course you could use the age-old test technician approach of replacing parts first and
debugging later...
