    Hi,
There should be a User Guide document for the development board, you should be able to find it thru product webpage for the ADC: http://www.microchip.com/wwwproducts/en/mcp3911
Scroll down to the: > Documentation tab, open it, and download the Evaluation Board User's Guide.
Socket J17 is for development expansion boards, that may be used in different combinations.
J17 is a card edge connector, so you may alternatively  make a circuit board of your own design to plug in there.
 
Asynchronous Serial communication (UART, USART), you may also connect to socket J8, CMOS or TTL signal levels between 0 V and 3.3 Volt,
or Connector J14 with RS232 signal voltage levels.
Or via  USB connection.

    thank you. I have measured the current and voltage, I want to measure the active power but maybe this board does not support. I found the MCP3909 board has support because it calculates the active power with dsPIC33f. Does it calculate based on code and every dspic can do it? Can I use dspic30f4011?
