In your case if you are simulating the rtl so the fpga is not the hw which is itl what is it? do you want to connect the output of the rtl simulation to a piece of hardware say and led and see the it on/off when you run the simulation? what is the point of this simulation as you can observe all outputs and control all inputs in the rtl simulation.
