After the uninstall process, is the SW still listed in the the "Programs and Features" list? I would suggest another try with uninstalling, followed by some Registry pruning with something like Ccleaner.

You might have to delete the "Agilent Technologies" directory under Program Files and/or Program Files (x86) and run Ccleaner again.

I'll check and see if anyone else has any ideas.

  I was able to fix it by:

Going in safe mode & uninstalling the program, deleting the folder
after this in Regedit I deleted all references to the Agilent LPA (agHW)
And then installing 5.60 LPA and afterwards installing the 5.70
Now its running again ;)
