If the only issue seems to be addressing the 81960A, then maybe a newer version of the 816x PnP driver is needed. The version 4.4.1 was introduced to recognize the new 81960A laser. In the meantime there is also a version 4.4.2 and either one is fine.

That should be the only difference between using the driver with this laser compared to other models.

If you think you already have this installed, then if the computer has been used before with this line of equipment you could confirm that no older version of the driver is still on the hard drive. The file is named hp816x_32.dll and is usually located in a directory like this:
C:Program Files (x86)IVI FoundationVISAWinNTBin
But if older copies are present in other folders that the program can find, that has caused problems in the past.

Are you trying to coordinate the laser with an Agilent power meter to make swept-wavelength spectral measurements? In that case you could also start by using the N7700A IL engine which is a free GUI program that also uses the 816x driver.

Thanks very much for your reply. 
I do have the latest version - 4.4.2. However, it was 4.4.1 that came on my install CD so I was playing around with that before discovering the newer version. I will try deleting everything related to the previous version and start again.

On a related note, the version of the I/O suite that came on the CD is 16.1 and I saw on your website that it is now up to 16.3. Will this also cause problems?

No I'm not using an Agilent power meter. I have a custom set-up for characterising fibre gratings - it doesn't do a wavelength sweep, but rather steps through wavelength (at user-defined intervals) and compares the power of two signals using a high dynamic range optical spectrum analyser.

Anyway, I will try what you sugget and hopefully will have more success!
