Xilinx does not officially support using Windows 8.1 or Windows 10 with ISE Design Suite. The AR is a mix of best workarounds you can try based on some issues which have been resolved using them. Considering you have tried all of them, the best way out of this is to use OS listed here and then continue debug on crash issues in them. Else proceed with Win7 which already works at your end.
