Previously we were giving webpack license separately. From 2016.x this is a part of the installation.
If you are using Vivado 2016.x then you don't need a license. You can make use of limited architectures(Webpack supported architecture). Please go through page-16 of https://www.xilinx.com/support/documentation/sw_manuals/xilinx2016_3/ug973-vivado-release-notes-install-license.pdf for info about the supported webpack architectures for Vivado 2016.3

Upon installing Vivado 2016.4 to use WebPACK, the License Manager is opened and offers selections of multiple kinds of licenses, including WebPACK, but I wasn't able to get WebPACK license generation to work.  Reading this thread tells me that I don't even need to go through license generation, so the License Manager interaction is very user-hostile for that case.  You really should at a minimum add some text to the License Manager's selection dialog clarifying that for WebPACK it isn't necessary to request a license.
 
In my opinion, this constitutes a bug, but depending on your criteria, perhaps it is a feature request. Either way, fixing it will save a lot of aggravation for your customers who use WebPACK.

Yes, I now understand that it's license-free.  The problem is that the Vivado license manager user interface, which appears automatically after installation, doesn't make that clear, and in fact suggests the opposite!  The dialog makes it appear that a license is required for WebPACK, while attempting to generate the license doesn't work.  I wasted over an hour on that before finding out by a web search that I should just skip the license generation.
 
The license manager dialog needs to be fixed so that it doesn't offer license generation for WebPACK at all, since it isn't necessary and doesn't work. Please show this to your User Interface/User Experience experts.
 
No, the functionality isn't actually broken, but the user experience is ABSOLUTELY TERRIBLE.

Please note that the reason why at the end of the installation VLM opens is because you've selected the option to do so at the installation stage. There is a tick box that asks the user if you'd like to invoke VLM at the end of the installation. If you keep this ticked, VLM automatically launches at the end of the installation process.
Please note that in VLM you see an option for ISE WebPACK license not the Vivado (please see the screenshot below). For ISE WebPACK tool, you'd still need an ISE WebPACK license. And also, for any Vivado WebPACK editions prior Vivado 2016.x, you'd still need to generate a Vivado WebPACK license. Therefore, this option in VLM is still needed and can't be removed.
