If yes, there is a high chance that version limit might have got expired with the new version.

From the txt file, it looks like youa re targeting XC4VFX20 in 14.4 webpack.
 
Please note that this is not a supported device with webepack.

Hi,
 
From the below lines in the error message, I suspect the issue is at server end. i.e., you are unable to get the license from the server.
 
FLEXnet Licensing error:-15,10. System Error: 10061 "WinSock: Connection refused"
 
This error occurs due to two reasons:
1. The license server machine is not running.
2. It is running on a diffrent port number.
 
Run the below command in ISE command prompt and share the output here.
 
lmutil lmstat -c port_no@servername
 
Also contact your license server administrator.

I don't know why or how it could be using a web-pack license.

Also share your xinfo file here. To generate xinfo,
Start --> All Programs --> Xilinx Design Tools --> ISE Design Suite 14.x --> Accessories --> Xinfo System Checker.
