Tried installing DisplayFusion as an alterrnative to see if that might work, it worked when first ran and the monitor was already there but after putting the laptop to sleep and waking it the monitor was gone again and so it was also missing in DisplayFusion and when I tried to load the DisplayFusion profile I created with the 2 monitors that failed because there was no second monitor. This was to be expected given that as an application it relies upon the hardware, hardware which is controlled by the Intel HD Graphics Control Panel, and since that doesn't work I can't see how this can be fixed?

Are you using HDMI to HDMI cable?  If possible try VGA to VGA cable as well.
 
I would like you to try reinstalling some of the computer drivers in a specific order.
 
Please install this driver, and then restart the computer https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-250-g6-notebook-pc/15747807/model/15747881/swItemId/ob-190404-1?sku=2FG08PA
 
Install this other driver, and restart the computer one more time https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-250-g6-notebook-pc/15747807/model/15747881/swItemId/ob-184046-1?sku=2FG08PA
 
Please download the graphics driver that is on this link, but do not install it yet https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-250-g6-notebook-pc/15747807/model/15747881/swItemId/ob-186798-1?sku=2FG08PA
 
Once the graphics driver has been downloaded follow the next steps:
 
1. Disconnect the computer from the Internet
2. Right click on Start button, and then click on Device Manager
3. Double click on Display Adapters -> Intel(R) HD Graphics 500 -> Driver tab, and select Uninstall -> Select the check box Delete the driver software for this device
4. Restart the computer
5. Go back to Device Manager -> Display Adapters, and check if the operating system reinstalled a graphics driver.  If Windows reinstalled another graphics driver go back to Step 3 until you get the Microsoft Basic Display Adapter.
6. Reinstall the graphics driver I provided above.
7. Enable Internet connection.
 
Please also install the monitor driver from this other link http://dlcdnet.asus.com/pub/ASUS/LCD%20Monitors/VP247/VP247_WHQL_20160510.zip
 
Let me know if issue persists or not.

I tested the latest graphics driver we have on our website (24.20.100.6229) on different graphics controllers, but I was not able to reproduce the issue you are having. I tested the systems in dual display, put them on sleep mode, restarted them, tried them from a cold boot, and the systems remembered the extended desktop setting I set.
 
Have you tried contacting HP* in order to get some other troubleshooting steps?  I am not sure if the issue you are having is related to either the operating system or a hardware issue with your specific system.  The drivers HP* provides on their website have been tested and validated to work fine in your specific computer model.  This link will give you HP* contact information https://support.hp.com/us-en/contact-hp

I tried the VGA cable and it works, sorry about that.
 
If the VGA cable works does that mean maybe the HDMI cable I have is at fault?
 
Might see how I can fix the blank screen issue.

Edit: I suspect the blank screen issue might have been that my logon screen was showing on the external monitor but was then over HDMI which doesnt work and so was accepting my key presses but I couldnt see them and then when i hit the power key on the lappie it then transferred that screen to the lappie screen with my incorrect password key presses. Now using VGC cable and restarting or waking from sleep the external monitor screen works with password prompt and all works perfectly.
 
So yeah it may be the HDMI cable or that an external monitor over HDMI you need to manually detect the monitor each time, but with VGA it is working. Pity as HDMI was handy as took sound to the monitor and used the heaphone port on the lappie for headphones and could switch between the two, I don't have the option now.
 
Sorry for my ramblings.
 
So new question is why doesnt HDMI work?

Since VGA port works fine then the issue could be either the HDMI cable, the hdmi port on the monitor, hardware issue on the laptop or a problem with Windows*.
 
If possible try another HDMI cable or test the cable you currently have on another system.
 
If available, try another HDMI display (monitor or TV).
 
If both monitor and cable work fine then the issue most likely will be related to the computer itself.  In this case the best option would be contacting the laptop manufacturer so they can determine if this is a hardware issue or some type of configuration problem in Windows*.

Thanks again for the reply. And well... this is embarrassing, the HDMI works perfectly now.
 
On your advice tried my Samsung TV over HDMI and that worked, so tried the lappie again and worked perfectly, if I put it to sleep or if I restart with both the external monitor wakes up and waiting for me to logon.
 
My sincere apologies, I have no idea what happened as definitely didn't work before, all I can surmise is maybe the VGA woke something up, I dunno, maybe the guy with the 530 could try the VGA first too?
 
Thanks for all your help, temperament and patience when I lost my cool.
 
Stoked this is sorted and can close the job now, though no real answer except maybe the VGA.
