It has a section on the 16451B, and lists the supported instruments as the 4263B, 4268A, 4279A, 4284A, 4285A, 4288A, E4980A, E4981A and (4294A)**. The ** means "applicable in a limited frequency range". There's no mention of what the limited frequency range is, or why it is limited, but the 4294A covers 40 Hz to 110 MHz. I note both the E4990A and 4294A are +Impedance Analyzers+ , whereas the supported instruments are either +LCR meters+ or +capacitance meters+. Someone told me the difference between an +analyzer+ and a +meter+ was an +analyzer+ gave a graphical display, whereas +meters+ gave numeric values only. I've no idea whether that's true, or there might be other differences that could explain the restricted frequency range of +analyzers+ as compared to +meters+. YeeChuang, who works for Keysight has been helpful in advising me about my 4284A LCR meter, so perhaps he can advise you.
