I just looked at the document +"Accessories Selection Guide For Impedance Measurements"+, which I have attached. 

It has a section on the 16451B, and lists the supported instruments as the 4263B, 4268A, 4279A, 4284A, 4285A, 4288A, E4980A, E4981A and (4294A)**. The ** means "applicable in a limited frequency range". There's no mention of what the limited frequency range is, or why it is limited, but the 4294A covers 40 Hz to 110 MHz. 

I note both the E4990A and 4294A are +Impedance Analyzers+ , whereas the supported instruments are either +LCR meters+ or +capacitance meters+. Someone told me the difference between an +analyzer+ and a +meter+ was an +analyzer+ gave a graphical display, whereas +meters+ gave numeric values only. I've no idea whether that's true, or there might be other differences that could explain the restricted frequency range of +analyzers+ as compared to +meters+. 

YeeChuang, who works for Keysight has been helpful in advising me about my 4284A LCR meter, so perhaps he can advise you.

  The 16451B can be used up to its frequency range of 30MHz with the E4990A.  Before use, however, you must do the adapter setup on the E4990A.  Refer to the help file (search on adapter setup) and follow instructions for the 16451B. (http://ena.support.keysight.com/e4990a/manuals/webhelp/eng/).

Also, there's a sample program, excel based, that walks you through setting up the E4990A with the 16451B and making a measurement.  On Keysight.com, put  _E4990A VBA_ in the search field at the top of the page and you'll see the +E4990A material measurement software - trial version+ link in the search results.

BTW, for Keysight, LCR meters are point-by-point display; impedance analyzers are graphical display with frequency sweep (or DC Bias, or AC input level sweep).
