  There are several things that could cause this. Without a little more data, it is hard to guess. I saw this recently on Windows 10, and the problem was fixed when the latest version was installed, which implies that there is some component of Windows that got corrupted. There are some experiments I could have you run, and it would also help to look at the log files. If you'll send email to benchvue.support at keysight dot com, I can assist you offline.

  We have discovered the cause of this problem and have a temporary fix. The problem turned out to be one of file permissions. Our "AppTabDB" folder is written using whatever permissions the current user has. If that user does not have admin privileges, the files are not accessible to other users unless they also have admin privileges. The fix is to change the permissions on all files and subfolders in the AppTabDB folder. We are working on a permanent fix, but if anyone should run into this, please contact me at benchvue.support at keysight.com, and I will send details on how to create a very short and simple batch file to set permissions properly.

  I have what appears to be the same problem although I do not see Bencvue in the task manager.  I also have admin privileges on my computer.  I have reinstalled it twice with the same results.

  We are facing the same problem at our university. We have installed BenchVue 3.0 on about twenty PC running Windows 7 64-bit. The administrator accounts did not have any problems, as well as the unprivileged accounts of our staff. However, 60-80% of the students cannot start BenchVue at all and they get no error messages.

We have tried the file rights hacking, but without success. 

We reverted to BenchVue 2.6 for now (at least it comes up for all users), hoping for a solution in a future version. 

This is not a new issue - many software packages seem not to be tested for non-administrator usage, exactly our case. However, we hope that the provider is interested to convince the students that the software really works.

  Here is how to fix Benchvue 3.7 not opening when login users only have user level privileges, not admin privileges, such as a university workplace. According to Keysight technical support, version 3.7 is the last version before Keysight began charging for the software. 
 
Problem: Benchvue 3.7 startup screen pops up for a second then disappears.
Environment: Windows 10, IO Libraries 18.0, Benchvue 3.7. You can do the fix prior to sysprep too. 
How Fixed: In the hidden folder C:ProgramDataKeysight  select the properties of the "Keysight" folder. Add user group "Everyone" as shown below. Set "Everyone" to allow Full Control access. This will allow those logged in with only user level privileges full access.
 
Add the Everyone with permissions for Full control, as shown below. 

This fixed all 20 computer installations.
You may also need to give full access to the following folders, which I've done too just to be sure there are not other problems.
C:ProgramDataAgilent
C:ProgramDataKeysight
C:Program Files (x86)Agilent
C:Program Files (x86)Keysight
C:Program FilesAgilent
C:Program FilesKeysight
 
One caution, be sure you carefully select the correct folder as shown in the "Object name:" see picture.
