Oracle calls this utility Oracle Objects For OLE, (oo4o for short). It is an automation reference library that shows up in the VEE ActiveX Automation References list as OracleInProcServer 2.3 Type Library. Get to the Oracle web site and search for this utility. Download the one that is appropruate for your version of Oracle. I use Execute SQL statements in VEE to Insert records, Update fields, Select field values, and Delete records. That's all the functionality I needed from the Oracle database. Decisions based on the data can be made in VEE or special context that better utilizes the functions and power and speed of Oracle can be programmed in Oracle.
