   Hi Bob,
    Can you give a few more details on how you're trying to access the System Reference Guide?  I'd like to make sure it's accessable from everywhere useful for you.  
    I typically use Help -> System Reference -> System Reference Guide or Document Manager -> Reference Guides -> System Reference Guide.
