I believe this is in relation to the XCZU9EG-ES1 part? If so, even if you don't have this board added in 2016.2, can you actually see and find XCZU9EG-ES1/EVAL devices under the "Parts" section?
If not, even if you have your init.tcl set, you'd also need a valid EA/ES license to get this enabled in Vivado. Can you please confirm that you do have a valid license and also it is set correctly on this machine? There could be possibility that Vivado can't detect a valid EA/ES license and without it, the required ES/Eval device can't be enabled for you in 2016.2. Can you confirm on this please? Thanks.

I'm using the last vivado version and I also redeemed my license voucher (license manager is ok), but the ZCU102 is still missing into vivado's boards and are not available all zynq ultrascale device parts
Is necessary an upgrade of vivado?
