sudo ./install_fnp.sh
xlicclientmgr -cr request1.xml“ref = new”

Okay, I guess this was solved elsewhere by bits and pieces of this thread
 
Bascially on linux I needed to find the following commands in my /tools/Xilinx directory
 
sudo ./install_fnp.sh
xlicclientmgr -cr request1.xml "ref=new"

 
At which point I can "firefox request1.xml" and the license page comes up and everything is clickable.   So I select "webpack vivado" and I think I'm off and running.
 
Detailed here so someone in the future maybe doesn't have to crawl through a longer thread.

To access the Vivado license/Activation based licenses, you need to access Xilinx Licensing Site through VLM.
