You don't need the service disk, just follow these steps:

1. With a keyboard connected and the scope running, press  and end the scope application.
2. Use windows explorer and create a batch file called service.bat in the C:scope folder.
The batch file contains:
d:
If exist c:scopebinhp5481X.exe hp5481X scope /scope /hpib /service
If exist d:hp5484X.exe hp5484X scope /scope /hpib /service
3. Go into the self test menu and check the box for service extensions.
4 Now select the pulldown menu for scope self tests and select "Atten Set"
5. Press Start button.

That should get you there I think. Launching the scope application with the /service switch is what does the trick.
