I tried to get a case ID on the online support, but I get another error message about not complying with US export laws. Does this have something to do with not getting the download? I inputted my school's address and phone number.

Maybe I'll try getting an earlier version of ISE. Are the files I create with an earlier version read/writeable by my 14.7 project partners? I have to submit .sch and .v files for grading.
