Can you attach your license file here to confirm whether it is activation based license or certificate based license?
 
Activation based license do not work with ISE tools. 
To work with ISE tools, you need certificate based license.
 
Note: It is always good practice to create a separate thread for new query/issue.

Windows 8 is not supported by ISE 12.4. No test has been made by us, so it's expected to get many strange problems.
Please try the following steps:
1. copy the license file to c:.Xilinx
2. create an environment variable 'XILINXD_LICENSE_FILE' and set its value as "C:.XilinxXilinx.lic"
