You do have to register the computer in question's ID, in the form of something that is not changeable (hard disc ID, MAC id, etc. See the choices in the licensing questionaire).
And, you will have to download the generated license text file, and get it to the machine (written out by hand is difficult, but a USB memory stick, or perhaps someother removable storage is possible too -- a bit wasteful, but you could burn the key onto a CD).
So one machine at least needs to be able to access the licensing site, and fill out the form, and get the license. That machine might very well be in a coffee shop or library: it isn't important. What is important is that you put the right id code in, and download the license to a removable media.
The install will likely complain, as it will try to talk to the 'mother ship.' But that should not stop it.
After all, we sell a lot of parts (and software) to folks who have to live, and work, behind a firewall that prevents any access to/from the www.
Contacting your local distributor, or Xilinx FAE will work as well to help you solve the problem.
