    I can't reproduce this.  I tried three boards on my small windows 10 laptop.
Intel Atom processor @1.66GHz.  "32 bit OS, x64 based processor"
 
The 32 bit surprises me as I am pretty sure the license I bought (only one available) was for a 64bit OS.

    It seems very mysterious to me. I could not reproduce the problem either. Tried in 3 different PCs. Win 10 64 bit in a i7 machine, i5 machine and intel atom machine. It worked every time.
 
Only time I have seen similar problems with some other devices is when the USB cable or the port is bad. Please check those as well.

I've tried it on a fresh install of windows 10 32bit 1706. The only programs installed are the MPLAB Xpress driver and Java 8 v101. In the Device manager the drive is seen as a Microchip Mass storage USB device, and under ports there is a USB serial Port (COM3). When I plug the board in it asks if I want to format this drive, if I say yes it says unable to format drive. If I drag a hex file onto the drive it asks me if I want to format it again and then says 2Drive not accessible it does not contain a recognised filing system" I think I must be doing (or not doing ) something really stupid. Any help would really be appreciated.

    I have tried restoring to when os was first installed, it still comes up with same errors. the pc it works on is an old dell lattitude win 10, the pc i get the errors on is a new hp pavilion core i3 win 10.
i have tried all the u*** ports still the same errors.

    In Windows 10 Pro version 1607 I get an error that the disk needs to be formatted. I tried both 32-bit and 64-bit, on both virtual machine and bare metal installs.
 
I can get it the storage drive to work on Windows 8.1 Pro 64-bit but then the virtual com port doesn't respond on that build. PuTTY just has a green cursor block with no activity. I can tell the code is running because I am blinking some LEDs in a pattern but not having the USB terminal for debugging hurts. My code was one of the Xpress examples modified to blink the LEDs differently so the USB-UART piece should work.
 
I tried installing the Microchip drivers via the link on one of the official Mplab Xpress UART examples. It didn't help with the Win10 issue.
 
My last thought is to try a USB 2.0 port from a ~2009 motherboard on a different machine and see if it's a USB 3 issue.

    I was having this same problem of Windows wanting to format the drive before being able to use it (Windows 10 Pro version 1607). I never formatted it, though. Then Windows updated again this week and it seems to be working again for me. The XPRESS drive shows up with 128kB of space. I can only figure it was that Windows update.
