The program seems to upload okay but upon plugging the device in via USB after programming I'm greeted by the infamous "device descriptor request failed" error in device manager. I've not used MPLab X for any meaningful amount of time before, I simply built the program straight from the source without modifying it and uploaded it to the PIC. Otherwise it's a breakout for the chip. I do need to use the USB functionality to get the HID UPS output in Windows. It's a native function of the chip, no?
