quartus交通信号灯开关用input出错

quartus设计交通信号灯，分为自动，手动（可任意调节东西南北红绿灯），紧急，灭灯四种状态，自动状态下要求计时牌倒计时一个周期，红绿灯变换，重新进入下一个周期，具体要求如图一、二所示。
设置高电平进入自动模式，若直接在quartus电路图上接高低电平，红绿灯结果仿真正确如图三、四，但是如果用input输入高电平，红绿灯会出现没有信号的情况如图五、六所示，图七是整体电路图，在手动，紧急，灭灯状态下均正确，就是在自动模式下出现这个问题。
