I think the problem you have is that the display options only offer seconds as the maximum resolution but the timestamp value is the number of seconds and has a fractional part - see the attached example.
How accurate this will be is ( probably ) open to some discussion! MS Windows does not have a great reputation for providing accurate timestamps and so you need to treat the value with some caution. If absolute timing is your need, use hardware.
