I sense some frustration in your post.  I don't know what your background and experience might be, but I'll caution you (at the risk of unintended insult) that FPGA design and development is a bit more complex than toaster oven or a spreadsheet program.
 
Sometimes the documentation can seem either completely useless or incredibly helpful, depending on your needs of the moment.  I'm sure that you will have both good times and bad times with the documentation.  There are many, many pages of documentation.  Sometimes that is good, and sometimes the over-abundance can be confusing and bewildering.
 
Today is Saturday.  Many of the best and brightest EDK toolset wizards may be inattentive to forum postings until Monday, so please be patient for useful help.
 
Do you have a license for EDK toolset?  Are you a student (there are special considerations for academic tools licenses)?
 
This subject more properly belongs in the Installation and Licensing forum.  Have you looked there for problems and answers which might bear on your situation?

I appreciate your taking the time to reply and thanks for pointing me to the installation thread, which had some helpful comments. I do understand that FPGAs aren't something you can pick up overnight and I'm happy to make the intellectual investment, but I'd rather be spending my time on VHDL or latency issues rather than why Xilinx sells a product which is not supported by its dev environent.
 
It appears from the installation thread that there is no solution. The latest EDK doesn't support Spartan 3E for Microblaze, while older versions, which do support Spartan 3E do not run on Windows 7. Ah well, at least I know. I'll post there and hope that I am wrong.
