I have no specific experience with this error message, but noticed that ADS FEM has trouble with long filesnames, i.e. when the path to the workspace plus workspace name plus cell name altogether have many characters. Sometimes I see a warning in the logfile that a filename was replaced by a short name automatically, to work around some file name length limitation. But often, it just fails with all sorts of error messages related to some files not found or not created. And it works after I change the cellname and path name to "short" names with less characters in total.
Not sure if your problem is related, but wanted to mention it, because it's also about unexpected FEM file errors. The ADS version that I used was 2012.08.
