    Hi,
A couple of remarks.
1/ Vdd rise rate
One very important parameter for proper startup is the Vdd rise rate (parameter D004)
It means if Vdd rise slower than this, there is a risk that reset is not generated.
If you put large electrolytic caps, make sure this parameter is met...
2/ TRIAC gate current
Have you checked that the PIC12F675 can source enough current to drive your TRIAC gate ?
