While I can't speak to the ENA, the PNA does not come with any antivirus, but we do recommend using an antivirus program if you connect it to an open LAN or are worried about USB drives. See: http://na.support.keysight.com/pna/FAQ1.html#N10
Of course, we cannot guarantee that there will be no side effect once an antivirus (or other non-Keysight program) is installed. Some antivirus programs will detect harmless PNA programs as a threat. At one time, the ESET antivirus actually prevented the PNA from functioning, although I have not heard of that lately. We have not seen any issues with Microsoft Security Essential or with Symantec. I assume others will also work just fine.
The request to not install other windows programs seems overly restrictive and eliminates much of the advantages in using Windows. Most likely it is a "CYA" attempt to head off support problems. Keysight cannot test every program in the world for compatibility issues, so they basically just say no. I would not pay too much attention to this, but keep in mind, if you have issues with speed, you are on your own.
