DSP芯片F280049C烧录问题

烧录一直报错Error connecting to the target: (Error -180 @ 0x0) The controller has detected a target power lossThe user must turn-on or connect the power supply for the target. (Emulation package9.9.0.00040)
测了板子上电之后的电压，VDD, VDDA, VDDIO电压都是正常的，XRSN也是高电平，但是烧录就是找不到芯片，换了板子也是一样的问题，仿真器用的研旭XDS100V3
各位大佬知道这是咋回事吗？电路原理图，报错截图以及仿真器指示灯状态如下：
