为何SPIFFSGEN例程不能上载文件至storage分区？

例程编译烧录正常，但是并没有将spiffs_image文件夹中的内容打包成镜像烧录到storage专区，原来在IDF4.0，python3.5环境下是可以的，最近WIN7下升级到4.2+3.8.9版本，发现例程上载镜像功能失效了，到现在也没找到原因。
