These questions have no meaning whatsoever outside the context of a processor, an operating system, or a programming language.  FPGAs have none of these, unless the designer selects one and applies it to the FPGA.
 
The FPGA is a collection of wooden building blocks and nails.  You are asking if the home has a whirlpool tub instead of a walk-in shower.
