  Would you like to have a try with below workaround:
        1)            Copy the "drivers" folder under C:Program Files (x86)CypressProgrammer3.xx directory of a Win7 machine which has the PSoC Programmer software being installed (or download the attached "drivers.zip" file, in case you don't have a Win7 machine which has PSoC Programmer installed).   
        2)            Put it in your Win8 machine under "C:Program Files (x86)CypressProgrammer3.xx" directory(unzip the "drivers.zip" file as a folder if you use the attached).   
        3)            Run the "driver.bat" file in the "drivers" folder on Win8 machine.   
        4)            Now any kit(MiniProg kit included) who used PSoC Programmer should be working with Win8 64bit machine.
