You can find ISE Foundation and EDK via the Electronic Fulfillment Page, through the Download Center (http://www.xilinx.com/support/download/index.htm).  Click on either "Download ISE Foundation" or "Download Platform Studio and EDK" links to reach the Electronic Fulfillment Page.  If you are entitled to use this software, you'll find links there to download the software.
 
Also keep in mind we provide older versions of ISE WebPACK via the ISE Classics page (http://www.xilinx.com/ise/logic_design_prod/classics.htm).  Use the following page to review whether your part is supported by the WebPACK tools:

Hi,
I'm looking for an old version of ISE 7.1 to try and recreate an old binary from source code but I can't see anywhere to download a copy.
 
The main download page only has EDK7.1 (no ISE).
 
I'd happily give the ISE classics a try but can't find a downoad page that still works.
 
Anyone know where I can get a copy?
