Can you open a command window and run xps mannually? My guess is that you would see messages about incorrect cygwin installation. If that's case, you can run "xbash -cleanreg" from the command window and then run xps again.

thanks for the reply. I have tried to launch xps from the xbash shell and get the message that says it is opening the EDK GUI and returns to the xbash prompt. I think it tries to start, as I noted that it will appear beiefly in the windows task manager, but just exits awithout and visual signs.

update:
I used the -cleanreg option to xbash and it just resets the registry entries, still does not open edk. I had already cleand the registry manually, but it is good to know this option exists for others.

I experienced the same problem after doing the 11.3 update -- xps.exe starts but ends before its GUI comes up, either from the command line, the Windows menus, or invoked from ISE. I did not have the installation error problem mentioned above. The SDK runs, but oddly the .vbs file type had been changed to associate with notepad. I had to manually reassociate it with the Windows scripting host. Weird.
 
I would not be surprised if this is a Cygwin compatibility problem, but clearing the cache doesn't work, nor does manually realigning the registry. I had a similar problem with 9.2 not playing nice with a separate Cygwin installation (see answer records #23716 and #24134).
 
If this is a similar problem, I haven't the time to figure it out, and I still need to use the 9.2 installation for maintaining older projects. I'm just blowing it all away and reinstalling 11.1->11.2. If anyone comes across a solution in the future, I'd love to hear about it.
