Hi jamesmortland, 

I have reviewed this case and this processor is currently under EOIS.
That said, we can share the following:
The Xeon L5640 belongs to the Westmere EP Family discontinued in 2010. RdRand instructions started in 2012 with Ivy Bridge Family of processors. For this matter Xeon L5640 does not support Digital Random Number Generator instructions. 

Please let me know if there is anything else.
