Issue was reproducible and I filed a CR to get it fixed in future release of Vivado. For now, please continue using the option from Netlist window.

I re-started Vivado and "Enter Assign Routing Mode" returned back. I looked into it. The option appears for some of the nets, but not for others. May be an intermittent bug.

Looks like a bug. I was able to reproduce it with following steps:
 
- open the device view. select a net so that it looks white and it is also highlighted in the Netlist tree view.
- right click on the node in the Device view. "Enter Assign Routing Mode ..." may not be in the menu. This is the bug.
- click on the note in the Netlist view.
- right click on the node in the Device view again. "Enter Assign Routing Mode ..." is now there and fully functional.

I haven't tested it yet but if you would like to know the net delay then select the net and see the "connectivity" window.
click on Load Net Delays to see the values
