Well, you obviously haven't visited or played with ARK.INTEL.COM...
 
If you want to stick with the Xeon E5 family, there are NONE with 16 cores. There are many that have 16 hyperthreads, however. Here is a comparison (using the capabilities of the ARK.INTEL.COM site) of all of the Xeon E5 family processors that have at least 16 hyperthreads: Intel® Product Specification Comparison.
 
Now, if you step up into the Xeon E7 family, you will find many processors that have 16 or more cores. Here is a comparison of those processors: Intel® Product Specification Comparison.
 
I leave it as an exercise for you to look at these comparisons and verify that the other features that you desire are also supported...

Thanks for your reply. Actually I already check ark.intel.com and I have used the comparison tool, but CAT, CMT, MBM and CDP are not listed as features, so I not sure if a specific model have them or do not. Also I checked that there are Xeon E5 v4 with more than 16 cores like  E5-4660 v4,  E5-4667 v4, E5-4669 v4, E5-2699x among others, but I have not find an official Intel document if these processors have the features I am looking for or do not.

You are absolutely right! How odd... I am unsure why the first query that I did didn't include all of the E5 family processors; I thought I did the same query yet the second time a *lot* more processors were included in the display...
 
As for what features are included, you are also right (I didn't look to see). What you will need to do is use the comparison (correct this time: Intel® Product Specification Comparison) to identify what processor architecture(s) are represented, you can then look for the presence of these particular features. For the E5 and E7, I can see Haswell (V3) and Broadwell (V4) examples. You can look at the datasheets for these two architectures to then determine of the features are supported. Of course, this is easier said than done...

As indicated before you will be able to get that information out Ark.intel.com with the Datasheets,  you need to select one processor and under supplemental information you will see the link for the Datasheets that include the instructions that are supported, a lot of those processors are usually covered within a single PDF so it should not take much to find one that adjusts to as much as possible to what you are looking for.
