请问To oppose the supply rail on these IPD/IPU signal pins具体什么意思？是防止电源干扰的意思吗？

上面两段话中我理解意思是一个要求上下拉电阻应不大于4.4 kΩ和2.0 kΩ，另一段要求上下拉电阻应为10 kΩ，这两段话是否相互矛盾？
