I do not work for Xilinx (at least, that's what I think is the case, because I also think I don't work for the federal government even though I sometimes have my doubts). Xilinx has said that unpleasant supply sequencing and "inrush" current characteristics which were occasionally manifested in some previous FPGA families/generations are NOT present in the Spartan-6 family parts. Based on my own S-6 board designs, I have no reason to doubt these assertions. In fact, I believe the initial power-up supply currents are driven by the decoupling capacitance in my board/power supply design, rather than any peculiar characteristic of the FPGA silicon. Note that all of the supplies in my design are low-cost 800KHz and 1.5MHz switchers with soft-start features. These supply designs are pretty typical of today's technology. I've seen no signs whatsoever of foldback or current limits or current spikes or FPGA lockup. Power-up and self-config is as solid as I could possibly expect.
