Hi,

CPLDs do not support LVDS IO standards. So in white paper if you see LVDS driver is used as a separate block
Page #22 of following UG gives all the IO standards supported by CPLD
http://www.xilinx.com/support/documentation/user_guides/ug445.pdf

Regarding maximum IO frequency of CPLD according to me you can refer to value of FEXT which is maximum external frequency given in datasheets.

I understand that Coolrunner doesn't support LVDS IO standard. 
I am curious whether anyone did that kind of configuration in the "Figure 5: Timing Controller". Good to know what's the maximum LCD it can drive.
