I have try commenting out lines in the license file, and I get the same error.
 
Let me explain what append to me :
At the beginning I have try using the WebPack solution and remarque that Chipscope was not in this pack (I get error NgdBuild 1317).
I have removed all software from my PC and install a new version, Logic Edition. Manage license but, it's still the same.
Today, I have try to get a new lisence file, removing WebPack from Manage Licenses but it's still the same. I get always the same error.

Can you run through MAP for a simple design without chipscope cores? If not, probably because you generated 30-day evaluation license for this machine before and it's expired.
