    Not the ICD3 as far as I know.
 
PICkit 2 and PICkit 3 have a logic tool and a Logic analyzer function in the Stand-alone Programming Application.
For PICkit 3 it is: PICkit 3 Programming App and Scripting Tool v3.10

It is near the bottom of the archive webpage.
 
It is able to catch 1000 samples with a highest sampling rate of 1 MHz,
thus is able to catch a 500 kHz signal maximum, for 3 channels.
I have used it to monitor SPI and UART signals some times.
 
Beware that the PICkit 3 hardware have 4k7 pull-Down resistors, which will cause problems with I2C signals depending on resistive pull-Up.
It may be solved by buffering the signals, something like SN74AHC125 should work, or any TTL or CMOS gates or buffers that will work with the signal and supply voltages available.
 
When you want to use the PICkit 3 with MPLAB X again, it will Not Work:
"When everything else fail, Read the manual !":  "Revert to MPLAB mode."

    I have the small Saleae (Logic 4) and it does a good job for $109 US.  Needs a PC with a USB, but the LIN Analyzer is quite usable IMHO.  https://www.saleae.com/  Support is excellent and the analysis software is available in source.  This was important to me as I have "improved" the LIN protocol WRT collisions.
 
The high-end version has much better analog specs and I might get one for Christmas (Logic Pro 16).
