    First off, UAD doesn't support 32bit audio streaming (neither v1.xx nor v2.04). Could you recheck your wav audio data depth? Be aware that if you open a 16-bit wav file using Audacity, Audacity shows it's 32-bit float data, but in fact, it's 16-bit.
 
Second, I downloaded and installed v2.04 harmony, programmed "red button" version bluetooth audio dev board, I have two of my wav files playing just fine. both of them are 16-bit stereo audio file, one is 16Khz, one is 48Khz.

You're right Audacity reports the WAV files as 32bit float irrespective of what it really is - how annoying. So I checked using VLC media player and it reports the WAV files as 16bit. I also tried the link to the free test file and it did not play either. As I mentioned the files are playing correctly under Harmony v1.11 , so I don't suspect the WAV files.
 
It is interesting that your new "red button" board works under Harmony v2.04, as I read modifications are required to get the "universal_audio_decoders" demo to work with this new board.

It seems these mods have been applied to v2.04, preventing the older DM3230032 board (which I have) from working correctly. I will try with Harmony v2.03b.

    The "universal_audio_decoders" demo works with Harmony v2.03b and the original DM320032 board. I did a diff between v2.03b and v2.04 and there seem to many changes made by Microchip. Unfortunately these changes in v2.04 break the audio playback for original DM320032 board users.
 
The following code reversion to drv_pmp_static.c does NOT fix the problem...

    the pmp changes are required to make the new version ("red button") bt audio dev board display work.
All the new version of bt audio dev board works with v2.04 harmony without you hacking into harmony source code.
I tested with my old board, it works with v2.04 harmony too. 
So I suggest you do a fresh install of v2.04 harmony, program universal audio demo out of box without doing any reconfigurations, see if this works for you.

Just want to let you know, Jin is the developer of this application.  She works closely with the graphics team that built the driver to make changes to this board.
 
It is entirely possible that we missed something, as we cannot physically test all hardware.  There may be production variations.  Our recent changes are specifically to handle some of these variations that we found in our hardware production.  The driver was modified to handle both the older versions out in the field prior to April 2017, and newer versions build since then.  There is a subtle difference in the OTM display controller on the board, but hopefully that is transparent to you.
 
My point is, this is our process of helping you (and hopefully others).  So the more information you can supply the more likely it is we can get to a resolution.  Unfortunately we do not get your results with the boards we have on hand.  I realize this can look like a slow process, but if we cannot repeat your results, it leaves us guessing about differences in your system.

    I tried loading Harmony again, this time explicitly uninstalling v2.04 and deleting the remaining folders, prior to reinstalling. After which I am pleased to report that the v2.04 "universal_audio_decoders" demo is working with my original DM320032 - which is fabulous news!
 
I have a fairly old DM320032 (Jan 2014) and noticed many framework changes between v2.03b and v2.04 which initially led me to believe that older boards were no longer 100% supported. However after helpful conclusive confirmation from Jin, Clip and Mike that the original black button DM320032 works with v2.04, I revisited my Harmony install. It is refreshing to learn that Harmony v2.04 works universally across the various releases of DM320032.
