It seems our installer need this service running. Can you please double check if this is up and running in your case? See my screenshot below. If it's not running, can you start this up and then see if the installer can successfully be started then? There is a way to run xsetup in command-line (non-gui/batch) mode. Check ug973, "Batch Mode Installation Flow" section on page 31 (https://www.xilinx.com/support/documentation/sw_manuals/xilinx2017_3/ug973-vivado-release-notes-install-license.pdf). Try installing Vivado in the batch mode and see if you can proceed further. If still doesn't work, please share your xinstall_xxxxxxxxxxx.log file that would/should get created under C:Users<users_name>.Xilinxxinstall location.
