As with any industry, the global semiconductor landscape has continued to evolve since its inception. In North America the proportion of chip suppliers that follow a fabless business model has increased immensely over the last decade, with the vast majority of both IDM and foundry-based manufacturing now taking place in sites across Asia, where labor costs are far lower. This on-going migration of microelectronics fabrication activity to offshore locations poses a signIFicant risk to the supply chain for the defense sector.
There are a number of factors that can impact mission critical electronic systems required for military and aerospace applications. These include counteRFeiting, reverse engineering, tampering, trojan horse sabotage, or simply poor manufacturing practices (which could lead to compromised system reliability). In addition, designs utilized in applications of this kind will often require long-term supply chain support -unlike those in the consumer or telecom space.  Securing prolonged availability of stock is of prime importance.
Defense based designs requiring high performance ICs include secure communications/data encryption systems, unmanned aircraft, missile guidance instrumentation, radar systems, GPS mechanisms, and thermal imaging equipment.The performance, integration, and reliability requirements of the applications demand cutting edge, robust technology.  However the unit volumes required to support the applications are generally very low by semiconductor standards. These issues alone can make the sourcing of custom ICs a challenge. When the security and continuity of the manufacturing source are then taken into account, issues are compounded still further.

In order to ensure the integrity of IC sources, safeguard against possible disruption of supply and fully protect the IP that was being employed, the Trusted Foundry Program was established in 2004. The aim of this joint project between the Department of Defense (DoD) and the National Security Agency (NSA) was to accredit trusted, secure sources for the development and manufacture of microelectronic components. Since then the program has acted to provide the US military with guaranteed access to leading edge trusted microelectronics services, as well as an extensive library of standard IP blocks. Originally the program was focused on one very large semiconductor supplier. It was soon evident however that certain IC needs could not be met. Over time the scope of the program has been broadened to include additional components of the semiconductor supply chain. To date DoD has invested close to $700M into this program.

ON Semiconductor is a Category 1A Trusted Foundry for both its manufacturing facilities in Pocatello, Idaho and Gresham, Oregon. These fabs enable the production of application specific chips on a wide range of semiconductor technologies. The accredited Pocatello facility has a 40,000 ft2 floor space clean room and supports a variety of processes, from 500 nm down to 350 nm digital and mixed-signal CMOS and BCD technologies. The Gresham facility boasts 100,000 ft2 worth of clean room space and supports 250 nm, 180 nm, and 110nm CMOS and BCD technologies. The wide range of trusted technologies that ON Semiconductor offers is a distinct differentiation from other suppliers. ON Semiconductor has also been granted Category 1A Trusted Broker and Trusted Design accreditation, enabling  the company to offer a fully comprehensive Trusted ASIC solution, by overseeing the trusted design, test, assembly and qualification flows with its Category 1A Trusted partners.

With so much at stake, defense and aerospace sectors must have access to the latest innovative semiconductor technologies without being exposed to sources of interference or obstruction (whether malevolent or otherwise). Through the Trusted Foundry Program it has been possible to combat the potential dangers that the shift of microelectronics manufacturing to unsecure offshore locations unearthed, and attain a trusted supply chain for US military mission critical applications. It has allowed the creation of a safe environment in which the development and fabrication of semiconductor devices for DoD electronic design projects can be undertaken via state-of-the-art technology, while simultaneously eradicating the presence of counterfeit or tampered components from the supply chain and sustaining prolonged acquisition cycles lasting for many years.
